Dr John Marsden

Dr John Marsden       Director

John has extensive experience in providing both strategic and detailed advice to water and other utilities on economic regulation, governance, pricing, property rights and environmental/natural resource economics.

He has particular skills in the areas of:


  • regulatory pricing principles and their application
  • risk and cost of capital
  • property right and entitlement definition
  • trade and registry arrangements for natural resource-based assets
  • institutional arrangements for utility and natural resource management
  • project integration, particularly of multidisciplinary issues.

John has been appointed to the Australian Competition Tribunal for a five year term.

Peter Jacob

Peter Jacob       Director

Peter has over 25 years of experience in providing strategic economic and financial advice to water utilities, government and the agricultural sector.

He has specialist experience and expertise in economic and financial modelling covering business valuations, revenue determinations, long-term cash flow modelling, pricing and tariff structures and benefit cost analyses.

Peter has particular expertise in:


  • natural resource strategic reviews
  • financial and economic modelling, with particular emphasis on urban water and wastewater services and irrigation and drainage businesses
  • understanding the key drivers of business profitability
  • feasibility and investment studies
  • business planning
  • pricing and financial investment studies.


In his financial advisory role, Peter works closely and directly with chief executives and financial directors to ensure appropriate commercial and business outcomes.

Alastair Norton

Alasdair Norton       Director (Chairman)
B.A. (Hons) (Oxford) - Engineering, Economics and Management


Alasdair has over 15 years experience in international investment and financial markets and has managed groups within in international investment bank in London, New York, Tokyo and Hong Kong.  He has served as Managing Director of Credit Suisse First Boston with responsibility for its equity capital markets business in Asia and its derivative structuring business in the emerging markets globally.

His experience includes:


  • preparation, negotiation and execution of fixed income and equity capital raisings for a broad range of entities
  • analysis, negotiation and execution of complex financial structuring including credit, equity, foreign exchange, commodity and environmental asset-related derivative products
  • assisting entities in their negotiations with commercial and investment banks with regard to capital structuring and the reverse engineering of derivative products
  • general business and financial mentoring to a range of new ventures, smaller companies and not-for-profit enterprises
  • fixed income and equity portfolio investment management.

Tony Hand

Dr Tony Hand       Director
B.Econ. (Hons) (Tas)   PhD (Qld)


Tony is the principal of MJA’s Brisbane office and holds a Ph.D in economics from the University of Queensland. He has a particularly strong background in the economics and management of natural-resources.

Tony's recent clients include the Queensland Department of Natural Resources and Mines, the Queensland Competition Authority, the Victorian Department of Sustainabilty and Environment and the Great Barrier Reef Marine Park Authority.

His economic consulting experience extends over a diverse range of industries, and he has provided expert witness reports for court cases.

His expertise includes:


  • natural resource economics
  • competition policy
  • regulation of utilities
  • cost benefit analysis


Tony conducts projects both in Australia and internationally, and he has undertaken a number of high profile assignments for the Asian Development Bank including the Bank’s 2005 Review of the Fiji Islands’ Fisheries Sector.

Jeff Washusen

Dr Jeff Washusen       Principal
Ph.D. (Melb)


Jeff has substantial experience in energy industry reform and privatisation, energy market development and operation, utility regulation and a focus on consumer issues. During the last 25 years he has worked with or provided advice and assistance to electricity industry executives, regulators, Government policy units, industry restructuring groups, acquiring shareholders, large customers, customer advocacy groups and financial institutions. He was a foundation member of the Executive Team of the Office of the Regulator-General in Victoria where he worked in 1995 and 1996.

He has particular skills in the areas of:


  • utility industry reform
  • economic regulation of utilities
  • performance measurement and operational efficiency assessment
  • electricity and gas market development and operation
  • energy demand management
  • energy and environmental policy
  • development of management, business and regulatory strategy for utility companies and large utility users
  • pricing and financial investment studies


Jeff offers MJA clients access to considerable practical, hands-on experience in economic and technical regulation of utility industries.

Jim Binney

Jim Binney       Senior Consultant

Jim is a resource economist with over 20 years experience in the public sector and finance industry. Jim's most recent role was Director of Economics for the Queensland Department of Natural Resources, Mines and Water. Jim has also held senior positions in the Queensland Competition Authority and the Northern Territory Government (Treasury, transport, infrastructure, natural resouces, primary industries, environment, parks management).

Jim has significant technical skills and experience in:


  • natural resource and environmental economics
  • analysis and design of market based instruments
  • regulation of utilities and associated service charges
  • economic and social impact assessment of policy options
  • reviewing institutional arrangements for natural resource management
  • economic analysis and policy development for transport and infrastructur

Rozi Boyle       Senior Consultant


MJA welcomes Rozi Boyle to our Melbourne Office. Rozi has recently joined MJA from her previous role as Manager of Urban Regulatory Policy in the Office of Water within DSE, Victoria. Rozi has considerable experience in the Victorian water sector, and a keen interest in sustainability policy. She has a First Honours in Plant ecology and an MBA from Monash University. Rozi has a strong earth sciences background coupled with formal training in finance and economic as well as policy experience with DSE, further strengthening our water sector business line.

Amanda Fitzgibbons       Senior Consultant

A senior consultant with Marsden Jacob, Amanda has experience in public policy in the areas of water and natural resources, having worked for the Environment and Resources team of the Victorian Department of Treasury and Finance. She has a PhD in Economics, and experience in microeconomic reform through the Queensland Competition Authority. Amanda has project management experience in demand management for residential water users, regional socioeconomic analysis, business case development for recycled water, and water use efficiency for the industrial sector. Amanda also has expertise in recreational fishing.

Philip Jones

Philip Jones       Senior Consultant

Philip has particular expertise and skills in the following:


  • economic and statistical analysis for strategy and policy purposes
  • econometric analysis of revenue drivers
  • reviewing the economic performance of utilities in the private and public sectors (ranging in size from regulatory models for major telecommunications providers to smaller financial models for private service providers)
  • interrogation of the theoretical literature and case studies in relevant areas.

 

He has extensive experience in the application of National Competition Policy, particularly in infrastructure charges and in the reform of government enterprise and regulation.

Peter Kinrade

Peter is an environmental management specialist with more than 15 years of experience in environmental and natural resources economics, policy and management.

Specific areas of Peter's experience and expertise include:


  • the use of market instruments to address environmental and natural resource management issues
  • the development and use of sustainability indicators
  • greenhouse gas emissions assessment, monitoring and reporting
  • climate change, air pollution and sustainable energy and water policy.


He has undertaken projects on these issues for a wide range of clients including government departments and agencies, businesses and NGOs.

Peter also has considerable experience in government and business liaison and community outreach on environmental matters. He has university lecturing and curriculum development experience in environmental and natural resources economics, policy and management.

Phil Pickering

Phil Pickering       Senior Consultant

Phil is an economist and pricing specialist with extensive experience in the water industry. As the Manager Pricing for Western Australia's Water Corporation, he was responsible for developing and implementing policies on water industry tariffs, developer contributions, bulkwater transfer charges and regulated revenue targets.

Phil has also led economic assessments of emerging issues such as wastewater recycling, integrated resource planning and third party bulkwater supply proposals.

Phil was the economic advisor for the development of cost-based prices for trade waste customers in WA and co-authored a WSAA commissioned study into cost reflective pricing for water.

Christopher Rose       Senior Consultant

Chris Rose is helping establish and manage our new Perth office. Chris has over eight years broad experience working as an economist, ministerial advisor and policy analyst, primarily in the public sector. His experience includes as Principal Policy advisor – Economic, working directly to the Premier and to the Deputy Premier (Treasurer) of WA. Chris also worked as an analyst in both the Federal and State Treasury Departments.

Kym Whiteoak

Kym Whiteoak       Senior Consultant

Kym is an environmental and resource economist and graduate from a Masters course in Environmental Management from the Australian National University. He has particular technical experience in non-market evaluation techniques, cost-benefit analysis, economic impact assessment, survey design and statistical analysis.

Since joining MJA, Kym has specialised on projects relating to environmental management, non market valuation and water economics. He has also undertaken a number of regulatory reviews relating to these areas, and the Australian gambling sector. His experience relates to the Australian context as well as regional developing countries.

Jasper Mikkelsen

Jasper Mikkelsen       Associate
M.Econ.(Copenhagen)


Jasper is an Associate of Marsden Jacob and is based in Denmark. His extensive experience encompasses the range of economic, regulatory and competition issues associated with the telecommunications and new technology markets.

A particular focus of Jasper’s is the analytical tools and techniques used to debate and advise on regulatory and economic strategies. Jasper is not only well versed in the development of these tools but also the need to be able to discuss and debate their elements. Specific examples of tools that Jasper has developed include:


  • Cost models of telecommunications networks and services (TSLRIC)
  • Financial models for feasibility studies
  • Economic models of competitive behaviour


In addition, he has extensive experience in:


  • Estimating the cost of capital
  • Game theoretic advice on auction design and tender processes
  • Market analysis and forecasting


Jasper has over 10 years experience in the telecommunications industry. Prior to joining MJA in June 2004, Jasper worked for a major Danish consultancy firm and brings with him extensive experience and knowledge of European telecommunications, economics and markets.
