MJA is a leading specialist consultancy providing high quality economic, strategic and public policy advice to government and the private sector across Australia and New Zealand. We apply the disciplines of economics, finance and risk to advance policy and business objectives in areas such as:

  • business cases, institutional and structural reviews and related advisory roles; and

  • fisheries.

MJA has particular expertise in the following applications:

Price regulation and cost allocation

MJA consultants have extensive experience in price regulation and cost allocation, assisting both public and private sector organisations with strategic, pricing and regulatory advice. Our guidance is underpinned by a profound understanding of regulatory best practice, including full cost recovery and marginal cost pricing.

MJA has specific expertise in financial modelling as inputs to strategic planning and regulatory advice, in particular in the water and energy sectors.

Cost benefit analysis (including full social cost benefit analysis and Triple Bottom Line assessment)

Cost benefit analysis (CBA) is a key analytical tool used across all subject matter areas by MJA consultants.  CBA is used to inform business cases in infrastructure strategies, provide advice to decision-makers on project efficiency, or to choose between competing options in policy development.

MJA consultants employ full social cost benefit analysis to incorporate environmental, social and other non-market values into CBA, especially in the water and natural resource management fields.

Economic impact assessment & cost-effectiveness analysis

In addition to standard CBA, our consultants are experienced in the use of a variety of economic tools, including economic impact assessment and cost-effectiveness analysis.  Economic impact assessment explores the contribution of a particular project or sector to a (usually regional) economy.  Cost effectiveness analysis is used to compare the cost efficiency of project options with the same outcomes.

Our consultants have performed numerous economic impact assessments across Australia to examine physical impacts to the environment and/or to evaluate social and economic effects of infrastructure projects.

Micro-economic modelling

A key element of MJA's analysis is to develop a comprehensive understanding of the sector on which our clients are focused.  This ranges from descriptive pieces that outline the sectoral issues to developing sectoral demand and supply models that allow in-depth scenario and forecasting analyses.  MJA undertakes microeconomic and financial modelling as a core component of most projects, including partial equilibrium analysis, financial modelling, and demand analysis.

Non-market valuation methods and techniques including application of market-based instruments

MJA consultants employ sophisticated valuation methods to estimate and place a monetary value on goods and services in the absence of market prices. The firm is experienced in estimating the value of natural resources that are affected through private development or governmental progress.

Our consultants are experienced in a range of techniques for valuing non-market goods, including revealed preference theory, hedonic models, choice modelling and contingent valuation. We have also advised extensively on the design and application of market-based instruments.

Project management and delivery of multi-disciplinary projects

Successful project management underpins every project conducted by MJA.  Our consultants have extensive experience in leading (as well as participating in) multi-disciplinary teams undertaking analyses of complex issues.

MJA also forms joint ventures with specialist firms offering high level expertise to supplement its skill base and services.  In many of these cases, MJA provides leadership for the team and project management services.  Inherent in this approach is extensive management of both internal MJA resources and experts employed through sub-consultancies.

In addition, MJA prides itself on establishing and maintaining regular contact with its clients to promote understanding, facilitate exchange of views and ideas, and encourage 'ownership' of the final product by the client.  This last point is essential in allowing the client to take an MJA final report and derive ongoing benefit from it.
