Peter Jacob – Managing Director

Peter has over 25 years of experience in providing strategic economic and financial advice to water utilities, government and the agricultural sector.


He has specialist experience and expertise in economic and financial modelling covering business valuations,  revenue determinations, long-term cash flow modelling, pricing and tariff structures and benefit cost analyses.

 

 Peter has particular expertise in:

 

  • natural resource strategic reviews

 

  • financial and economic modelling, with particular emphasis on urban water and wastewater services and irrigation and drainage businessesvenue determinations, long-term cash flow modelling, pricing and tariff structures and cost benefit analyses.

Dr John Marsden – Founding Director

John has extensive experience in providing both strategic and detailed advice to water and other utilities on economic regulation, governance, pricing, property rights and environmental and natural resource economics.


He has particular skills in the areas of:

 

  • regulatory pricing principles and their application

 

  • risk and cost of capital

 

  • property right and entitlement definition

 

  • trade and registry arrangements for natural resource-based assets

 

  • institutional arrangements for utility and natural resource management

 

  • project integration, particularly of multidisciplinary issues.


John was re-appointed to the Australian Competition Tribunal for a five year term in 2008.

Alasdair Norton – Director (Chairman)

BA (Hons) (Oxford) - Engineering, Economics and Management

 

Alasdair has over 15 years experience in international investment and financial markets and has managed groups within an international investment bank in London, New York, Tokyo and Hong Kong.  He has served as Managing Director of Credit Suisse First Boston with responsibility for its equity capital markets business in Asia and its derivative structuring business in the emerging markets globally.


His experience includes:

 

  • preparation, negotiation and execution of fixed income and equity capital raisings for a broad range of entities
    analysis, negotiation and execution of complex financial structuring including credit, equity, foreign exchange, commodity and environmental asset-related derivative products

 

  • assisting entities in their negotiations with commercial and investment banks with regard to capital structuring and the reverse engineering of derivative products

 

  • general business and financial mentoring to a range of new ventures, smaller companies and not-for-profit enterprises

 

  • fixed income and equity portfolio investment management.

Dr Jeremy Cheesman - Director

 Jeremy is an experienced economist, specialising in water resources and the environment. He combines technical expertise with a proven ability in leading complex multi-disciplinary and multi-stakeholder projects, and strong problem solving and communication skills. Jeremy’s areas of technical expertise include:

  • financial and economic modelling, with particular emphasis on cost benefit analyses and pricing and tariff structures;

 

  • business case development and review;

 

  • bio-economic and hydro-economic modelling;

 

  • non-market valuation;

 

  • production efficiency analysis;

 

  • market demand analysis and demand modelling;

 

  • institutional and transaction cost analysis; and

 

  • applied micro-econometrics.

 

Jeremy’s recent projects include working with Commonwealth agencies to identify and evaluate community and regional level social and economic impacts of national water reforms; working with State Governments to evaluate the non-market benefits water infrastructure investments; cost-benefit analyses of rural water supply infrastructure investments; evaluating the productivity of urban water suppliers; heavy vehicle pricing structure reforms; strategic advice to the Commonwealth on economic diversification opportunities in regional Australia; advising the Commonwealth on the fair purchase value of water entitlements; surveying water brokers and developing models to forecast prices and trade volumes in Australian allocation water markets; and surveying irrigators who have sold water as part of the Commonwealth’s water buyback program. In 2010-11 Jeremy was heavily involved in work assessing the socioeconomic impacts of the Proposed Murray Darling Basin Plan. 

 

Jeremy has published widely in the areas of applied water, environmental and agricultural economics. His publications include professional peer reviewed journal papers, book chapters, technical reports, and conference papers. He is an Associate of The Centre for Water Economics, Environment and Policy at the Australian National University, and a member of the Australian Agricultural and Resource Economics Society, the Economic Society of Australia, and the National Institute for Rural and Regional Australia.

Prior to joining Marsden Jacob Associates, Jeremy was the lead water economist on a five year project in the Central Highlands of Viet Nam, funded by the Australian Centre for Agricultural Research. He has also worked as a senior management consultant with the Australian and US consulting practices of Deloitte.

Andrew Campbell - Principal

Andrew joined MJA as a Principal in July 2012 after over 14 years with Intelligent Energy Systems that included over 5 years as CEO. Prior to working with Intelligent Energy Systems Andrew worked for the Victorian Power Exchange and the State Electricity Commission of Victoria.


Andrew had a significant involvement in the establishment of the Victoria and National electricity markets, and the Victorian gas market. This entailed participation on numerous working groups and later in many consultancy roles. Andrew was also been involved in the Western Australian electricity market, national gas market and a number of electricity markets overseas.


Over the past 5 years Andrew’s main area of work has been associated with the provision of advice based on quantitative modelling and analysis on the outlook and policy assessments of electricity and gas markets in Australia and to an lesser extent overseas. In Australia clients have included National Electricity Market generator and retail companies, AEMO, AEMC, AER, TNSP’s, industry bodies such as the National Generators Forum and Clean Energy Council, investors and banks.


Areas of work have included electricity market projections and risk assessment for due diligence purposes, implications of policy (such as various models of carbon pricing, renewable energy schemes, transmission access models, etc.), gas market projections and issues, advice on market rules and regulation (such as market price cap and the Reliability and Emergency Reserve Trader), power system reliability.


Throughout this time Andrew has lead the development of modelling approaches and models. These have included electricity market simulation models, long term least cost planning models, integration of electricity and gas, and models of gas development in the east coast gas market.

Dr Jeff Washusen – Principal

PhD (Melb)

 

  

Jeff has substantial experience in energy industry reform and privatisation, energy market development and operation, utility regulation and a focus on consumer issues, demand side response and application of alternative energy technologies. During the last 25 years he has worked with or provided advice and assistance to electricity industry executives, regulators, Government policy units, industry restructuring groups, acquiring shareholders, large customers, customer advocacy groups and financial institutions. He was a foundation member of the Executive Team of the Office of the Regulator-General in Victoria, where he worked in 1995 and 1996.  Since joining MJA in 2004, Jeff has also assisted a range of clients in the water sector.

 

He has particular skills in the areas of:

 

  • utility industry reform
 
  • economic regulation of utilities

 

  • performance measurement and operational efficiency assessment

 

  • electricity and gas market development and operation

 

  • energy demand management

 

  • energy and environmental policy  

 

  • development of management, business and regulatory strategy for utility companies and large utility users

 

  • pricing and financial investment studies

Nadja Arold - Senior Consultant       

MSc (Econ) (Hagen), MBA (Melb), BEng (DHBW Mannheim)

 

 

 

Nadja has a background in economics and strategy, wide experience in the energy and water sector, and strong analytic and technical skills in applied economic and financial analysis.


Her primary interests relate to quantitative analysis, financial and economic modelling and analysis in regulated sectors, such as energy and water. She has developed complex financial and economic models to assist clients with the evaluation of options and decision-making under uncertainty. Nadja also has a strong interest in regulatory economics, the economics of climate change and impacts that emerging environmental and climate change policies will have on the energy and water sectors.

 

 

Nadja has provided policy advice to all levels of government, particularly relating to water, energy and climate change, using her skills in cost benefit and cost effectiveness analysis, long term cash flow modelling, business case development, and forecasting. She is also interested and has considerable experience in climate change risk management and adaptation planning.

Matthew Clarke – Senior Consultant

Matthew is an experienced economist in the transport and primary industry sectors. Matthew has undertaken complex analysis and research across a range of areas of micro-economics including cost modelling, cost allocation, cost recovery, elasticities, marginal costs, regulatory pricing, survey development, cost-benefit analysis and productivity analysis.


Matthew has extensive regulatory experience having worked for a regulatory reform agency and a state government department. This experience has included experience in developing and implementing national regulatory reform projects. Furthermore, Matthew has been responsible for leading the regulatory price setting process for national heavy vehicle charges as well as projects to reform economic regulation in transport (road and rail).


Matthew also has extensive commercial experience in developing business cases and investment appraisals for large scale infrastructure investments and in developing commercial models to support negotiations with third party suppliers.


Prior to MJA, Matthew was employed in a variety of senior management roles that spans both the public and private sector.

Philip Jones – Senior Consultant

Philip has particular expertise and skills in the following areas:

  • reviewing the economic performance of utilities in the private and public sectors (ranging in size from regulatory models for major telecommunications providers to smaller financial models for private service providers) 

 

  • interrogation of the theoretical literature and case studies in relevant areas.

 

Philip has extensive experience in the application of National Competition Policy, particularly in infrastructure charges and in the reform of government enterprise and regulation.

Dr Peter Kinrade – Senior Consultant

Peter is a Senior Consultant with Marsden Jacob Associates. He has a background in economics and environmental science and close to 20 years experience in environmental and natural resources economics, policy and management.  Specific areas of experience and expertise include: 

 

  • climate change risk assessment and adaptation planning;

  • economic and social impacts assessment of climate change;

  • sustainable energy economics and policy;

  • GHG emissions monitoring and reporting;

  • economic and triple-bottom-line assessment of environmental, natural resources and waste management programs, policies and investments; and

  • sustainability indicators and assessment.

Particular sectors of expertise include energy, urban planning and settlements, solid waste and water.

Peter also has considerable experience in government and business liaison and stakeholder and community outreach on environmental issues.

Kapil Kulkarni – Senior Consultant

Kapil has a background in finance and consulting with specific sector expertise in energy, water and financial services. His strongest skills include financial modelling and analysis, energy and water market research, renewable energy, industry analysis, price projections and cost-benefit analysis. He also has experience in policy analysis, community and stakeholder consultation, electricity demand side participation and financial due diligence.


Kapil is competent with quantitative methods of analysis. Additionally, he has co-authored numerous reports, some of which are published in the public domain, and managed small consulting projects.

 

He has broad international experience, with detailed knowledge of the British, Irish, and Australian electricity markets and the Australian water markets. His energy market experience has been gained from working with clients covering the electricity supply chain and end users organisations.

 

Kapil designed and developed MJA’s retail electricity cost projections modelling framework.

Peter McKenzie – Consultant

Prior to joining MJA in July 2012, Peter was a market analyst at IES. Peter has substantial experience in modelling the NEM for a variety of purposes including price projections, generator dispatch levels, and transmission flows and constraint assessment. 

 

Examples of projects Peter has worked on include the review of:

 

  • modelling of future NEM energy prices and LGC prices;

 

  • analysis of electricity and gas market outcomes;

 

  • TNSP planning for the 2011 LRPP review undertaken by the AEMC;

 

  • modelling undertaken by Transgrid associated with an application of the RIT-T;

 

  • modelling undertaken by AEMO in the NTNTP process; and

 

  • transmission planning documents for the purpose of developing potential outlooks of transmission capability for modelling purposes.

Christine Tran – Consultant

MBus (RMIT), BBus (Hons) (RMIT)

 

 

 

 

Christine has a background in evaluation analysis and economic modelling. Prior to joining Marsden Jacob Associates, Christine worked for the Victorian Government, working on triple bottom line (economic, social, and environmental) evaluations and performance analysis of major events and departmental Government programs. Her work on Government programs involved contributing to the development and preparation of Investment Logic Maps and Performance Monitoring Frameworks for various Victorian Government programs and initiatives. During her time at the Victorian Department of Treasury and Finance, Christine worked on the State Budget, utilising econometric models to provide macroeconomic and tax revenue forecasts including household consumption growth, land transfer duty, and insurance tax revenue. 


Christine is particularly interested in macroeconomics and social/welfare economics, evaluation projects, and cost benefit analyses. Her skills include economic modelling and analysis, quantitative and qualitative data analysis, evaluation and impact analysis, and survey development and implementation.
