Jim Binney – Senior Consultant

Jim is a resource economist with over 20 years experience in the public sector and finance industry. Jim's most recent role was Director of Economics for the Queensland Department of Natural Resources and Water. Jim has also held senior positions in the Queensland Competition Authority and the Northern Territory Government (Treasury, transport, infrastructure, natural resources, primary industries, environment, parks management).

 

 Jim has significant technical skills and experience in:

 

  • natural resource and environmental economics

 

  • analysis and design of market based instruments

 

  • regulation of utilities and associated service charges

 

  • economic and social impact assessment of policy options
  

 

  • reviewing institutional arrangements for natural resource management

 

  • economic analysis and policy development for transport and infrastructure

 

  • program and project management and review

 

  • multidisciplinary research

Dr Amanda Fitzgibbons – Senior Consultant

Dr Amanda Fitzgibbons has experience in public policy and economics, specializing in the areas of water, environmental policies and climate change. She has a Ph.D. in Economics and work experience in relation to climate change, environmental and water policy issues at the Victorian Department of Treasury and Finance and the Queensland Competition Authority.

 

Amanda’s consulting experience includes projects on water conservation for the non-residential sector, the development of a regulatory framework for encouraging best practice water use efficiency, demand management for residential water users, and contributions to business cases for water infrastructure. In addition, she has completed a climate change risk assessment and adaptation plan for Redlands City Council in SE Queensland, and an assessment of the economic feasibility of policies to encourage active transport (walking and cycling) for the Queensland Department of Transport and Main Roads.

Gene Tunny – Senior Consultant

Gene is a Senior Consultant and Team Leader of MJA's Social Policy Practice. Gene has significant experience in economics, social and public policy, having worked at both the Federal and State government levels, most recently for the Commonwealth Treasury.

 

Gene’s expertise includes education and labour market policy, productivity, industry and innovation policy and demographics and migration.
