| Phil is an economist with extensive experience in the water and other essential service industries. He has conducted studies of emerging issues for clients including the Department of the Prime Minister and Cabinet, National Water Commission and the Water Services Association of Australia, and has provided strategic and economic advice for both business and government clients across Australia. Phil has particular expertise in: - benefit cost analysis and Triple Bottom Line analysis
- pricing and tariff design
- third party access regimes
- business case development and review
- forecasting and corporate financial modelling

In addition, Phil has substantial project management experience and has regularly led multi-disciplinary teams in the assessment of both corporate initiatives and public sector reforms. |

| Dr John Williams is an experienced economist who works from MJA’s Perth office. He has advised governments designing and implementing economic regulation, and has worked extensively for businesses which manage relationships with regulators. John’s expertise includes the design of economic regulation; development of third party access arrangements; pricing and financial modelling for access price determination; determination of the cost of capital for access pricing; cost analysis and benchmarking; and the analysis of competition policy issues. |

Alex Marsden - Senior Consultant BEng (Hons) (RMIT), MBA (La Trobe), GradCert Competition Policy (NTU) | Alex is a Senior Consultant with extensive experience in competition and natural resources. Prior to returning to Australia, Alex worked for the UK Competition Commission as Business Advisor / Assistant Director of Inquiries. In these roles he was responsible for the research and analysis of competition factors in markets under investigation by the Commission. Before leaving for the UK, Alex worked for the Western Australian Water and Rivers Commission in Perth where he was repsonsible for developing and implementing a new permit system to manage the clearing of native vegetation. |

Peter Shardlow - Consultant BEcon (UWA), BSc (UWA) | Peter has recently joint the MJA team, and has experience in providing economic and financial advice in the water, energy and transport sectors. Prior to joining MJA, he worked in the Economic and Infrastructure divisions of the State Treasury. Key projects Peter has worked on include: • water and electricity pricing in regulated and competitive markets;
• cost benefit analysis of government policy and programs;
• econometric modelling to support the regulatory impact assessment process;
• productivity analysis in regulated industries; and
• financial modelling of infrastructure investment.
