John brings a depth of experience in economic analysis and economic regulation. He has led numerous regulated pricing reviews from the perspective of a regulator and a regulated business.

Examples of his work include:

  • Business case development including for a desalination plant in NSW and for water/sewer infrastructure on a parklands site on the Central Coast of NSW.
  • Regulatory pricing reviews including maximum prices for retail electricity and gas, solar feed-in tariffs, fares for private ferries, site occupation charges for cruise ship terminals, and rural water prices.
  • Economic analysis including cost-benefit analysis for container deposit schemes and regional water value functions for the Regional Water Strategies program.
  • Policy advice including supporting the independent panel reviewing the Water for the Environment Special Account and reviewing the performance and competitiveness of the retail energy market in NSW.

Before joining Marsden Jacob, John was a Director with the NSW Department of Planning, Industry & Environment. He was also previously Director, Pricing with the NSW Independent Pricing and Regulatory Tribunal. John has a Bachelor of Economics from Newcastle University, and a Graduate Certificate in Applied Finance and Master of Economics from Macquarie University. He is based in Newcastle.
